Why training and development is so important for the quality of service provided in the public sector in Sri Lanka?

 


There are different weaknesses in the Sri Lankan public sector and training and development can

be used to overcome these weaknesses. The public sector is suffered by inefficient administration

and bureaucracy where they need proper leadership training in running the public sector. As well

the HR practices also not happen as intended in the public sector of Sri Lanka which is highly

corrupted and the higher positions are mostly filled according to the will of the politicians rather

than having a genuine selection process. Therefore, these areas need to be changed and there

should be proper training on how things need to be changed where training and development can

have a big impact.

Lack of efficiency is another weakness in the public sector of Sri Lanka. In any country the

purpose of public sector is social welfare rather than achieving profits. Since unlike the private

sector employees tend to be less efficient and to overcome this employee attitude need to be

changed first with proper training and development. Employees lack the motivation to provide a

better help to community whereas training and development might help creating this motivation.

Moreover, the knowledge of information technology in the public sector of Sri Lanka is very low

and most of the employees who work in government offices have little ideas on how they can

improve their work in public sector using technology. Therefore, much of the time of both the

employees and the people being wasted and it also slows down all the processes creating

inefficiencies. Therefore, providing proper and practical training to the employees in the public

sector on information and communication technology training to overcome above shortcomings.

 

As well public sector faces the problem of delayed decision making (Googlesir.com, 2022)

which is caused by different factor such as not having proper personal interest and responsibility

for making decisions. The weakness in decision making in public sector is a loss to the country.

since decision making needs to be streamlined by providing proper training to the public sector

administration staff.

Moreover, unlike in the private sector in public sector it does not put much attention or efforts

toward towards innovations since less contributing towards economic development

(Googlesir.com, 2022). Most of the time public sector have a monopoly where it lacks

competition. Due to this public sector does not worry about innovations to reduce cost and

maximize profits. In Sri Lankan public sector this issue exists and it makes the public sector

bears a higher amount of money due to the existing outdated processes. Therefore, training and

development can motivate employees in the public sector to boost innovation in the public

sector. Training and development is not just about gaining knowledge about certain employment

needs but it also builds the attitudes needs to convert the work place to a better one.

Since training and development can be used as a method to overcome the inefficiencies and

issues in the public sector.
